For 26 years, Brian D. Perskin served as a powerful advocate for his clients, guiding both men and women through difficult divorces and complex family issues. His tough, sharp approach to litigation coupled with his dedication to his clients has enabled him to best achieve his clients’ goals and safeguard their interests, whether he is dealing with complex matrimonial issues, custody cases, or other family law matters. Attorney Perskin’s deep commitment to his clients enables him to serve them in a more powerful way, fighting to protect their interests as if each of their cases were about his own family.
It is this devotion and passion that has led to him achieving one of the highest ratings on Avvo, an unbiased rating system based on an attorney’s background and reputation. Attorney Perskin does not only dedicate his time to his own clients, but to advancing legal knowledge more generally, too. He frequently speaks on topics related to family law, such as on the use of depositions in marriage proceedings, custody elevations, and judges’ opinions on equitable distribution. He has also written on subjects related to divorce strategy, fathers’ rights, custody rights of non-parents, pension fund assets and attorneys’ fees. Most recently, he published a book titled Winning Divorce Strategies, in which he maps out the most effective way to achieve one’s goals in a divorce. Attorney Perskin’s hope is to make divorce and family law issues easier for those undergoing them, and to devote his legal career to serving individuals in need of legal guidance through such challenging times.
In addition, Attorney Perskin is married and has three children. While in college at Brandeis University, he also studied at the London School of Economics. He is a major hockey fan, including being a lifelong New York Islanders fan, and welcomes the team to Brooklyn.
Julia F. Singer
Julia F. Singer, Esq., an associate attorney, grew up in Pennsylvania, and pursued a diverse education at Drexel University studying music and business before finding her true calling in law. After acknowledging her desire to pursue a career in helping people, she graduated from Brooklyn Law School in 2020 and has dedicated herself to family and matrimonial law. She joined Brian D. Perskin and Associates P.C. in 2023, bringing with her a commitment to compassionately guiding clients through difficult times with empathy and professionalism.
Outside of the office, Julia cherishes time with her loved ones. She currently resides in Williamsburg, Brooklyn, with her husband and loyal Pomeranian, Franklin.
Evan S. Seckular
Evan Seckular, a partner at Brian D. Perskin & Associates P.C., developed his deep interest in New York family law in college while attending the University of Pennsylvania and clerking during the summers in both the Family and Supreme Courts in Westchester County, New York. After determining that he wished to pursue a career in the law, he went on to receive his Juris Doctorate from the Benjamin N. Cardozo School of Law. Mr. Seckular joined Brian D. Perskin & Associates P.C. in the year 2009.
At Brian D. Perskin & Associates P.C., he focuses exclusively on matrimonial and family law with emphasis on litigation in matters of custody and visitation and equitable distribution for high net worth clients. He has handled cases across the spectrum of matrimonial and family law, including those related to custody, distribution of assets, child and spousal support, protective orders, paternity, and more. He regularly appears in Court before the Supreme, Family, and Appellate Courts throughout the five boroughs, Westchester County, and Long Island.
Mr. Seckular studied International Relations, Spanish, and Economics at the University of Pennsylvania, where he received his Bachelor’s degree. He is originally from Long Island and was raised in Scarsdale, New York. Today, Mr. Seckular is married and lives in Westchester, New York with his wife and 2 children. He also is a “foodie,” enjoying the variety of exciting restaurants that New York City has to offer, a diehard New York Mets fan, and a fantasy sports aficionado.
Mr. Seckular has received the elite distinction of being nominated, and selected, as a Rising Star for attorneys under 40 by Super Lawyers from 2016-2019 and as a Super Lawyer from 2022-2024.
Gabrielle H. Hagege
Gabrielle Hagege graduated from Georgetown University Law School in 2014, and is admitted to the New York State Bar.
Ms. Hagege joined Brian D. Perskin & Associates P.C. in 2014, and has worked tirelessly to provide outstanding service to the firm’s clients.
Ms. Hagege lives in Manhattan.
Sara Jane Bullard
Sara Jane, an associate attorney and mediator at Brian D. Perskin & Associates P.C., understands how complex and difficult a divorce can be. Sara Jane joined Brian D. Perskin & Associates P.C. in 2021. She lives in Brooklyn.
As a litigator, Sara Jane will do everything in her power to minimize the conflict that can be inherent to a divorce proceeding. Her goal is to guide her clients through the complicated process of divorcing in New York State in a way that provides reassurance and comfort to her clients.
As a certified divorce mediator, Sara Jane’s goal is to empower couples to make the best choices for their family and avoid court altogether if possible.
Sara Jane is a member of the Family and Divorce Mediation Council of Greater New York, the New York State Council on Divorce Mediation, The Academy of Professional Family Mediators, The New York Women’s Bar Association, The New York City Bar Association, and the New York State Bar Association. She completed her undergraduate studies at UNC-Chapel Hill and received her J.D. from Brooklyn Law School.
Rachel Persaud
Rachel Persaud is originally from Piscataway, New Jersey and developed her expertise in Family law as a law clerk, where she worked directly under a matrimonial judge, which has given her insight on how the Court processes and determines the outcome of each case. Now, she lives in Manhattan and regularly represents her own clients in Court focusing on matrimonial and family law.
Ms. Persaud understands not only the legal complexities of matrimonial and family law, but the emotional challenges as well, and strives to make sure her clients feel heard and understood. She studied Public Health and English at Rutgers University, where she graduated Magna Cum Laude and then earned her Juris Doctorate degree at Seton Hall University School of Law. In her spare time, she enjoys training in Muay Thai, exploring a well-stocked bookstore, and searching for the best slice of pizza in the city.
